The Government of Afghanistan has laid out its vision of reforms in the social protection sector of the Afghanistan National Development Strategy (ANDS) – both in the Pensions and Social Safety Nets areas. In pensions, the main objective is to ensure fiscal sustainability and mitigate fiscal impact of the Pay and Grading reform on the Pension program, making it consistent with the broader public sector reform agenda. The project with the additional fund received from IDA, World Bank, would specifically scale-up the pension administrative reform to expand coverage of the reform interventions to the Martyrs and Disabled Pension Program. The strategy also recognizes that it is critically important to develop fiscally sound and well-targeted social protection interventions, including Pension system, Safety Nets for improving the poverty outcomes in the country. MoLSAMD intends to introduce a National Social Safety Nets program in line with the Social Protection Sector Strategy (SPSS) of the ANDS. With the additional fund received, the project would do a modest expansion of its cash transfer (CT) interventions under planned the original project, while continuing to improve processes for effective targeting and payment delivery. The project will support developing the administrative systems of Afghanistan Social Protection Program (ASPP), before any major scale-up. Piloting on the delivery of conditional cash transfer (CCT) to link CTs with human development outcomes; the project would also work on building institutional capacity of the Ministry of Labor, Social Affairs, Martyrs and Disabled (MoLSAMD) to enable them, manage and implement the pension reforms and the Safety Nets policy and interventions.
Towards this objective, the World Bank (WB) has provided an IDA Grant of Additional Financing, to support implementation of a project “Safety Nets and Pensions Support Project (SNPSP)”. The development and implementation process of the project is led by MoLSAMD. The broad activity of the SNPS project includes (i) Systems and institutions building for the new pension system, (ii) Social Protection policy design and analysis and (iii) Capacity Enhancement. The project was initiated in early 2010, and was extended till end June 2016. The SNPS Project Support Team (PST) is responsible for formulating and implementing activities under the project.
Considering the above, the MoLSAMD seeks to hire a competent, highly motivated, and energetic individual to fill the position of Communication Specialist to the Safety Nets and Pensions Support Project she/he would be fully responsible to execute all the SNPSP communications activities. The Communication Specialist would remain responsible for transparent implementation of Communication strategy of the project/MoLSAMD, effective delivery of Communication services of the project.
The purpose of the assignment is to serve as the key person working on coordination of communication activities of the Safety Nets and Pensions Support Project. Under the overall guidance of General Project Manager, the Communication Specialist will therefore be, responsible for management of the project effective Communication services and will do the followings.
