The Islamic Republic of Afghanistan received a grant from the World Bank in 2011 for the Afghanistan New Market Development Project (ANMDP) to help in the revitalization of private sector activities in the four major urban cities of Kabul, Mazar-e-Sharif, Jalalabad and Herat through provision of business development technical assistance to support private firms’ initiatives to gain market knowledge, improve product quality and processing technologies, and increase their presence in both domestic and export markets.
The project has been operating since 2011 as a response to a request from the Government of Afghanistan (GoA) for World Bank assistance on a private sector development program targeting SMEs to encourage business development and implement their own initiatives for growth. The US$22 million International Development Association (IDA) grant for the Afghanistan New Market Development Project (ANMDP) became effective on July 12, 2011. The Ministry of Commerce and Industries (MoCI) is implementing the project on behalf of the government.
The project finances activities related to: (i) Facility for New Market Development: a cost-sharing program to support Small and Medium Enterprises and business associations with access to business development services (BDS) in order to enhance their productive capacity and encourage innovation through product and/or market diversification. Other FNMD supporting activities include marketing and communications program, skills building workshops, supplementary support to businesses for developing plans, and sharing results to encourage participation of new firms in the FNMD; and (ii) Project Implementation Support and Technical Assistance to Ministry of Commerce & Industry (MoCI): technical assistance and support to establish a PMU for the Project and to develop a strategic plan to access support from the Afghanistan Capacity Building for Results (CBR) Facility currently under implementation by the Government of Afghanistan (GoA) and funded by the World Bank.
The ANMD project is being implemented by MoCI, with the FNMD component being implemented in partnership with GIZ IS up until October 15, 2016. However, in order to implement the project independently, the MOCI is recruiting a Financial Management Specialist to support the drafting of an implementation completion report and support the Project Management Team in the overall management of day to day activities including the finalization of the remaining activities under the extension period of the project. This position will be hired on MoCI contract and will be paid as per the salary scales prescribed under the National Technical Assistance (NTA).
