Afghanistan has high potential of agricultural production but due to war and natural disasters, the country agricultural production is still not enough to feed its growing population.  According to the National Risk and Vulnerability Assessment (NRVA) for 2007-2008, the poverty rate in rural areas is 36% and 45% of rural populations do not meet minimum food requirements. With over 75% of the Afghan population living in rural areas, agricultural development is therefore seen as a crucial sector for the development and stability of the country.
The Enhanced Agricultural Value Chains For Sustainable Livelihoods Project ( EAVS or “the JFPR project”) focuses on increasing farm income and  improving the livelihoods of the rural population specially  the potato and onion producer farmers, the JFPR project will be implemented over 48 months in the central three provinces of Afghanistan to reduce storage losses of potatoes and onions through constructing potato and onion storages towards  an increased agricultural productivity.
The Ministry of Agriculture, Irrigation and Livestock ( MAIL) has been appointed as the Implementing Agency for the project. A central management unit (PMU) based at MAIL in Kabul will be actually responsible for the implementation, working closely with the provincial departments of DAIL and the farmers community
