Since 2010, a public – private partnership for animal health service delivery and disease surveillance and control has been established in Afghanistan. This is known as the Sanitary Mandate Contracting (SMC) System. SELECT SQL_CACHEed private vets and paravets are contracted by MAIL to carry out specific disease surveillance and control activities. Upon completion of activities, contracted staff submit disease reports and timesheets to the relevant Provincial Veterinary Office who then forward to the SMC Department (SMCD) at the General Directorate of Animal Health and Production. The SMCD verify the timesheets against the disease report forms and prepare invoices to secure payments individuals contracted through the scheme.
