Established on 1 January 2011, it brings together under one roof the long-standing expertise of the Deutscher Entwicklungsdienst (DED) gGmbH (German Development Service), the Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) GmbH (German Technical Cooperation) and InWEnt – Capacity Building International, Germany. As a federally owned enterprise, we support the German Government in achieving its objectives in the field of international cooperation for sustainable development. We are also engaged in international education work around the globe.
The Open Policy Advisory Fund (OPAF) reacts in a rapid and flexible manner on reform gaps identified by Afghan partner institutions. The project is implemented by GIZ on behalf of the German Ministry of Economic Cooperation and Development (BMZ). The OPAF’s objective is to contribute to improved governance at the central level, by strengthening the Afghan administrative capacities in designing and implementing structural reforms in the field of governance. The project provides advisory services and trainings requested by Afghan government institutions. The Afghan government’s reform priorities as presented in the London conference 2014 constitute the programmatic framework for the Open Policy Advisory Fund (OPAF).
Planning of OPAF projects:
Evaluates the incoming requests of support (RfS) according to the OPAF criteria and reports / records accordingly in the OPAF tracking system.
Researches on background of applying institutions (mandate, institutional setup, factual lines of command, etc) to assess the feasibility of a possible intervention and reports accordingly to the OPAF management.
Engages in the conceptual design / planning of envisaged OPAF projects (result based approach, indicators, fine tuning of RfS) with Partner
Supports the formulation of terms of references for consultants and service providers
Supports the identification and mobilization of experts, consulting firms and service providers for envisaged OPAF projects
Supports the calculation of the costing of an envisaged OPAF projects
Implementation of OPAF projects
Formulate a Project Plan for the assigned OPAF projects together with mobilized expert and partner institutions
Advises on inclusion of PCA aspects in the intervention
Provides accompanying coaching in policy writing, strengthening planning capacities and facilitating consultative processes to Afghan institutions which are supported under the OPAF
Support international experts, including training assistance, training management and logistics
Monitors the implementation of assigned OPAF projects and reports potential necessary readjustments of the project. This includes updating of the OPAF tracking system and constant liaising with the partner
