In October 2013, the Federal Foreign Office of Germany has commissioned GIZ with supporting the Afghan government to extend the state-owned facility, Sukuk Press and Mint, into a high-security printing house. The overall objective of the Afghan State Printing House Project (ASPH) is to enable both the Afghan Ministry of Finance and Sukuk Printing Press and Mint to cover the national needs for safety-relevant identity documents in accordance to international standards. The project encompasses the conceptualisation of technical infrastructure, strategic and conceptual construction planning, construction management, the delivery of equipment and extensive human capacity development.
