Graduate degree in Medicine, Nursing and other health principles Three or more years of experience in program health implementation Preferable experience working with international donor agencies Strong skills in program monitoring, supervision and evaluation Comprehensive understanding of Afghanistan health priorities and players Excellent verbal, written and presentation skills in Pashto and Dari languages (depending on specific provinces) and communicable in Uzbek language in provinces with sizable Uzbek speaking communities Results oriented person and able to make decisions with low direct supervision Fluent in use of computer and Microsoft Office applications (Excel, Word, Outlook Explorer, Power Point)
Understanding of the MoPH policy documents including BPHS, EPHS, HNS, RH strategy, IQHC guideline, GDHR policies and strategies and other relevant policies and strategies of Ministry of Public Health
Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform, demonstrated skills in program implementation Ability to negotiate and solve conflicts, identify solutions for complex problems, adapt to a demanding, challenging and changing situations Strong skills in facilitation, team building and coordination Ability to manage and facilitate trainings. Experience in public speaking and professional presentations.
Provide leadership and mentoring to the NGO/BPHS provincial staff that will be involved in the implementation of High Impact Interventions (HII) and system strengthening activities of the project
Represent the FP/MNCH at provincial level and participate in provincial level coordination meeting including Provincial Health Coordination Committee meetings
Represent the project in national conferences, events and deliberations when deemed necessary by the supervisor.
Carry out field visits of various project implementation sites for the purposes of monitoring, evaluation, research, mentorship and advocating for project activities.
In collaboration with project technical staff, ensure necessary program planning, development and implementation at provincial level function smoothly and efficiently
Actively participate in the annual project work planning
Work collaboratively with BPHS/NGO implementers to ensure that project resources for program implementation are available
Participate in and lead the field activities including quality improvement, mentorship, behavior change communication, monitoring, researches, and facilitating training and post training follow-up services.
Support the conduction of identified work shops and trainings at the provincial level based on the work plan
Work closely with program learning and creativity manager and officers, to identify, incept, develop, process and disseminate project related wisdom and learning to inform current and future plans and activities for HIIs interventions
Comply with Jhpiego and JHU operational policies and regulations
Knowledge Management/, Communication and Coordination:
Identify, document and communicate technical and operational experiences, lessons learned, stories and examples to inform, educate and empower supervisors, peer coworkers, and collaborators within project and in other stakeholders
Actively contribute to sharing of information and knowledge within project and with development partners including active use of mobile technology, electronic communication and other aspects of ICT4D
Identify challenges in the coordination with partners at provincial level and identify proactively appropriate solutions
