Education:

  • University degree (Bachelor degree or equivalent degree) in Environmental Science/Engineering or related field.

 Work Experience:

  • Worked with community development program such as NSP and urban Solidarity program at least 3 years’ experience
  • Familiar with technology for data collection  
  • Additional technical training in the field of accounting/finance, administration/statistics or directly related fields is required.

Language and Communication Skills:

  • Fluency in written and spoken English is required.  Knowledge of another UN language and/or Dari/ Pashto would be an advantage.

Roles/Responsibilities Expected for the Position:



  • The Finance/MIS Assistant under the direct supervision of the Provincial Manager (PMU

Advisor)  will be responsible to:



  • Work closely with CCAP provincial (Municipality, PMU,FPs )team with close coordination of Kabul CCAP MIS team .

  • Train FPs staff for CDC/ GA s data collection under CCAP at provincial level

  • Establish procedures and standards for access to data processing facilities and the

data itself in in the province;



  • Be responsible for the planning, development and implementation of hardware and software applications and programming in target province;

  • Update and maintain, including reviewing release notes, formulating and running system tests and troubleshooting, of the MIS database regularly;

  • Provide system training to all technical CCAP staff and end users in the province;

  • Explore user requirements and provide accurate and consistent management information;

  • Assist in review, monitoring, tracking and analysis of system transactions on a daily basis and making corrections as appropriate.

  • Assist in budget review, prepare budget revisions as and when required;

  • Assist in donor, management and year-end financial reporting;

  • Maintain and process all project relevant information in UMOJA financial management system;

  • Assist in generating budgetary and financing reports, including statistical/financial data tables, charts and spreadsheets using office software and templates;

  • Assist in review and reconcile various clearing accounts to ensure appropriate balances.  Investigate erroneous/invalid entries and take appropriate corrective accounting action;

  • Analyse staff and vendor accounts and take required action to clear outstanding receivable and payable transactions;

  • Assist in the processing of payments to local vendors for goods and services.  This includes amongst other things, calculating, inputting, and checking payments for accuracy and communicating discrepancies to supervisor;

  • Assist in processing payments to staff members for their entitlements including salaries, claims and other allowances locally;
