Relevant university degree in finance or accounting
At least 3 - 5 years of significant and demonstrated working experience in finance/accounting/auditing.
Knowledge and skills:
Excellent computer skills (Word, Excel, database, email) Excellent communication skills (written and spoken) in English, Dari and Pashtu Ability to monitor budgets and plans Skills in training and developing staff Knowledge and experience with Navision
Fluent in spoken and written English as well as local languages (Dari and/or Pushto).
Assist DRC PM and other DRC staff with the preparation of budgets
Coordinate financial plan for cash transfers and reporting
Control and monitor programme budgets and expenses according to donors requirement.
Prepare forecast for the country programmes on a quarterly basis.
Generate reports from accounting software and prepare budget overview for PM
Collect and review periodic financial reports provided by ARCS
Prepare & Consolidate quarterly financial reports for each programme to be submitted to DRC CO.
Ensure up to date financial information are available for PM and DRC Pakistan/Afghanistan office in Islamabad
Support relevant departments in ARCS, including branches, with financial management
Frequent reporting to DRC Finance Manager (FM) on any financial issues
Comply with all statutory financial requirements.
Facilitate periodic financial and performance audits for country programmes as advised by PM and FM based in Islamabad
Review of financial reports and documentation received from project offices
Overall financial management
Prepare monthly Excel sheet of petty cash expenditure and send to DRC Islamabad after review and approval by the PM within the stipulated deadlines
Responsible for reconciliation of DRC bank accounts
Prepare month-end financial reporting to the FM in Islamabad, and ensure financial awareness of Programme staff regarding funds available and overall budget situation
Review and track costs requested under the IFRC integration agreement ensuring the DRC office is only utilising services when necessary, and costs are booked accurately and in a timely manner providing feedback to the IFRC if necessary
Cash and Bank Management
Undertake weekly or daily (when required) cash counts together with PM
Supervise cash and bank payments and ensure the accuracy of physical cash balance periodically.
Prepare cash and bank journals with proper accounting/budget codes and ensure authorization and documentation
Reconciliation of cash and bank on a regular basis
Data entry of country vouchers into the DRC accounting system
Review and analyse all set of supporting documents including vouchers, invoices, receipts and all other attached to actual expense voucher
Check compliance of DRC procurement procedures, internal control procedures applied to the payments and report back to management if any irregularity identified.
Ensure trailing of financial documents in line with ledger entries and maintain appropriate filing of those documents. Report back to PM and finance manager in Islamabad if anything is missing or they are not in order.
Review all the invoices/receipts of the report submitted by project office and ensure that they are stamped with paid stamp. Communicate findings with relevant programme staffs
Any other financial duties as instructed by the line manager
Provide adequate administrative technical support to DRC staff, including the Pakistan/Afghanistan office in Islamabad
Ensure that all DRC obligations with respect to ARCS/DRC Development contract are complied with
Keep track of all services and their payments
Responsible for travel arrangements (national and delegates), including visiting DRC delegates
Liaise with ICRC for possible flights, accommodation for delegates; obtaining security green lights for field trips as well as arrangement for security situation updates in cooperation with PM
Arrange passport/visas and work permits for delegates and / or national staff. Organise flight bookings, purchase tickets; make hotel/accommodation reservations and clear the payments and keep records thereof
Coordinate visa issues and other arrangement for travelling and visitors with International Department in ARCS
Ensure proper welcome arrangements for staff, delegate, visitors/consultants including pick up/drop from/at airport in coordination with the fleet, scheduling meetings and sharing of their ToR with relevant colleagues.
Update the department of the Ministry of Foreign Affairs of Afghanistan regarding the coming and going of delegates, guests and visitors to Afghanistan in Coordination with IFRC
Update the Welcome Package in consultation with DRC PM and IFRC for new arrivals, including visitors
Maintenance of office inventory including DRC items in the accommodation(s) of DRC delegates
Undertake local procurement prepared by programme staff and approved by the PM
Process all visa requests (Pakistan and others) for national and international staff
Establish and maintain standard filling system and back-up system
Ensure proper filing of all admin documents including registration of internal & external correspondence and other records
