Academic:

•         University degree in the social sciences, such as business administration, politics, public administration or similar.

Experience:

  • At least 3 year of related administrative and program experience;
  • Experience working with or in support of civil society.

Knowledge, skills and abilities:

  • Demonstrated excellence in effective communication;
  • Demonstrated excellence in delivering capacity development and technical assistance in the fields of monitoring and evaluation, or financial management;
  • Knowledge of Afghan civil society history, dynamics and challenges;
  • Demonstrated ability to listen and understand the perspectives of others;
  • Demonstrated ability to work as part of a team;
  • Demonstrated ability to work on own initiative and with little direction or close supervision;
  • Ability to work in a high pressure environment; and be flexible to changing contextual constraints;
  • Ability to travel to provinces;
  • Attention to detail and the ability to track and follow up on tasks assigned;
  • Ability to learn new ideas and practices to improve the quality of work;
  • Strong computer skills (Microsoft Office Suite, internet, email and similar).

Language Requirements:

•         Excellent written and spoken English.

•         Fluency in written and spoken Dari or Pashtu.

Preferred:

•         Master’s degree in social science.

•         Previous experience working on USAID funded programs or programs funded by large international donors.

Summary: 



Counterpart International is seeking a Civil Society Strengthening Program Officer to work in the programming department of its USAID-funded Afghan Civic Engagement Program (ACEP). The position is based in Kabul, but the selected person will be expected to travel to different regions of Afghanistan on a regular basis. The program officer will form part of the civil society strengthening team in the ACEP programming department. The Civil Society Strengthening team are responsible for managing grants that are awarded to civil society organizations (CSOs) and providing technical support ACEP civil society partners and grantees. The Program Officer will be expected to provide administrative support for organizing events and conferences; support in designing capacity development material and facilitating events; conduct field visits to support partners and grantees; upload data to the counterpart’s global management Information System (GMIS); track grantees progress; and, contribute to department reporting. The ideal candidate will have expertise in either financial management or results based management. 



Duties and Responsibilities:



  • Implement a comprehensive grant tracking mechanism, to ensure grant milestones are achieved in timely manner.

  • Provide administrative assistance for the organization of various events.

  • Collect progress reports from ACEP partners and grantees.

  • Contribute to compiling bi-weekly and quarterly reports.

  • Contribute to the design of training materials and facilitating capacity development events.

  • Contribute to maintaining an organized filing system for the Civil Society Strengthening team’s documents on the ACEP shared drive. 

  • Upload training, event and conference related documents to CPI global management information system (GMIS).

  • Support CSS team in completion of planning tools and calendars as and when required.

  • Contribute to the organization and facilitation of larger events being organized in cooperation with other members of the programming team and the ACEP overall.

  • Conduct field visit to different provinces of Afghanistan on a regular basis to support ACEP partners and grantees ins implementing events and to provide technical assistance in terms of reporting, monitoring, financial management and similar.

  • Take part in bi-weekly program meetings; all staff meetings and similar.

  • Perform other related duties, as requested by the supervisor.
