Position and responsibility
The Senior Project Officer-Humanitarian Aid will be hired by Cordaid to support the coordination of the AFJR and to support the management of Cordaid’s humanitarian assistance programs:
Afghanistan Joint Response:
Participate and represent the Alliance in relevant platforms, networks and clusters;
Other Humanitarian Programs:
Participate and represent Cordaid in relevant platforms, networks and clusters;
The Senior Project Officer will report directly to Cordaid Afghanistan’s Program Development and Quality Assurance Advisor.
General objectives of the Senior Project Officer
-Support fulfilment of Cordaid’s humanitarian assistance mandate and enhance disaster risk reduction capacities of people affected by natural and manmade disasters with particular attention to IDPs, returnees, refugees and other vulnerable people affected by disasters.
- Contribute to improved learning, linking and coordination between partner organizations and key stakeholders
-Support programs development and strategic positioning of Cordaid on Disaster Preparedness and Humanitarian Aid in Afghanistan
-Support management of the Afghanistan Joint Relief program
-Ensure maintenance of strategic partnerships and agreements with selected partners and network for information – sharing and response.
- Support capacity-building of CO staff and partners in emergency preparedness and response.
Program management and development
-Support coordination, monitoring and reporting on the Afghanistan Joint Relief program activities
-Support the completion of the Cordaid Afghanistan Country Office contingency plan and operationalization of rapid response mechanism.
- Conduct regular monitoring visits to project sites
-Support report writing to Cordaid Head Office and others based on partner reports and monitoring visits
- Support documentation of human interest stories, lessons learned and best practices
-Maintain good working relationship and communication with Cordaid local partners and relevant humanitarian actors
-Support proposal development on emergency preparedness and response
-Support planning, evaluation and audits
-Explore complementarity with other Cordaid and partner projects to support linking relief, recovery and development agenda
Capacity Development on Disaster Preparedness and Humanitarian Aid
-Help organize and facilitate trainings for CO and local partner staff
-Accompany/back stop staff of local partner organizations to enabled long-term knowledge and skills transfer
Networking and representation
- Represent Cordaid’s Humanitarian Aid program at relevant UN and other humanitarian coordination meetings at the national and provincial levels
-Establish contacts with relevant stakeholders and explore potential areas for collaboration as strategic to Cordaid’s humanitarian aid strategic objective
Relevant education in humanitarian aid and international development;
At least 3 years proven experience with developing, managing and monitoring humanitarian aid programs;
Background for the position
One of the key areas of Cordaid Afghanistan’s 2017 strategic plan is focused on Humanitarian Aid, particularly on providing humanitarian support to returnees and IDPs and working gradually to linking relief with recovery and development. The focus will on building expertise and capacity of Cordaid’s CO and partners to strengthen and advance efforts to respond to crisis in target provinces in a timely and effective manner. This will include, but will not be limited to addressing needs of returnees and IDPs, responding to natural and manmade disasters and linking relief to recovery and development in target areas.
Cordaid has implemented various Humanitarian Aid projects for IDPs, refugees and natural-disaster affected communities in Afghanistan since 2002. In response to the increased needs of over a million IDPs, refugees and returnees in 2016, Cordaid is implementing an emergency response project for vulnerable IDPs and returnees in Nangarhar.
Cordaid is the lead agency of the Afghanistan’s joint Humanitarian Response (AFJR), an alliance of 7 Dutch NGOs The AFJR was launched on the 1st of December, 2016 (Afghanistan Joint Response / AFJR), and is funded by the Dutch Ministry of Foreign Affairs. The 7 NGOs participating in the AFJR are: Stichting Vluchteling, CARE, Cordaid, OXFAM-Novib, Save the Children, World Vision, and ZOA. The proposed assistance under the AFJR programme is for IDPs, returnees and host communities and aims to save lives and reduce the vulnerability of the targeted people.
