Take part in implementing WTO legislative compliance reforms in the areas of Technical Barriers to Trade (TBT) and Sanitary and Phytosanitary (SPS) measures through assisting in compliance review of existing laws and regulations, drafting necessary amendments/changes, and preparing explanatory notes. Work closely with the Ministry of Justice to advance WTO-related laws with focus on laws pertaining to customs, patents, trademarks, geographical indications, and industrial designs, publication of laws, civil procedure code, WTO-relevant parts, and border enforcement of IP rights.
Assist in preparing, updating, and monitoring implementation of Afghanistan’s WTO legislative Action Plan. Support various legislative drafting groups by taking part in the meetings, preparing answers to inquiries, and planning efforts.
Provide legal support in preparing answers to WTO members’ questions, other necessary submissions, as well as documents related to Afghanistan’s regional trade agreement.
Support efforts in simplifying and streamlining the import and export procedures, reducing time, costs and number of documents required.
Design and participate in workshops and seminars to provide accurate and comprehensive training, in particular to officials in various ministries and agencies, with regard to WTO legal requirements.
Collect and maintain database of Afghan laws and regulations in English.
Conduct legal research, analysis, and drafting.
Assist in the development of implementing regulations for all WTO-related laws.
Assist in organizing and delivering training to public and private sector training regarding WTO related laws and implementation procedures.
Assist in development of new institutions where needed to advance implementation of WTO related laws.
Assist in forming, guiding, and organizing relevant working groups to advance legal and institutional reforms.
