The purpose of the Initiative to Strengthen Local Administrations (ISLA) Program is to strengthen the sub-national government system in Afghanistan to enable the Government of the Islamic Republic of Afghanistan (GIRoA) to improve provincial governance in the areas of fiscal and development planning, representation of citizens, and enhanced delivery of public services. ISLA will strengthen subnational systems in the areas of planning, operations, communication, representation, and citizen engagement. Improvements in these areas, along with the passage of legal frameworks for sub-national governance by GIRoA will improve the government’s ability to prioritize service delivery and develop central plans and budgets that represent provincial interests. This will lead to services that more closely respond to all citizens’ needs in health, education, security, justice, and urban services. As all citizens benefit from public services, their perception of government legitimacy will increase. The program will work within the existing system to improve its functionality. This will be done by fostering a combination of top-down and bottom-up consultative processes between central and provincial levels to formulate plans and budgets that align with local community priorities, national developmental priorities, and available resources. At the national level, USAID ISLA provides support to the Independent Directorate for Local Governance (IDLG), the Ministry of Economy and the Ministry of Finance. At the provincial level, ISLA provides technical and capacity development support for Provincial Governor’s Offices (PGOs), Provincial Development Committees (PDCs), Provincial Councils (PCs) and selected line departments in 16 target provinces: Badghis, Baghlan, Balkh, Farah, Faryab, Ghazni, Ghor, Herat, Kandahar, Kunar, Laghman, Logar, Nangarhar, Parwan, Wardak, and Zabul. 

About USAID-ISLA’s Sub National Governance - Intern

The volunteer Sub National Governance - Intern is a six-month on the job-training program for recent Afghan university graduates from public administration, policy, law, management, or related programs. Interns who are selected for the program will be placed in selected provincial level government units within PGOs or DoEcs and PCs.  As participants in the program, they will have access to training and mentorship in a variety of aspects of local governance and management.  They will also be able to meaningfully contribute to their host institutions through projects aimed at improving management systems, provincial planning, monitoring and evaluation, and other governance functions.

The Sub National Governance - Intern is intended to groom the next generation of public administration professionals in Afghanistan by providing provincial entities with a pool of trained applicants from which they can recruit to work in civil service and local governance.  The program also aims to address talent gaps in public administration at the provincial level and contribute to improving gender balance in the workplace.  USAID ISLA will work with provincial counterparts to recruit interns and identify projects for them to support.  Special focus will be placed on identifying female candidates and working with provincial government counterparts to provide a gender sensitive workplace for these candidates.  The project will also work with provincial counterparts to identify long term opportunities to place interns, where possible.

Benefits and conditions

The internship experience is for the benefit of the intern.  The internship is not employment, but rather a volunteer position aimed at providing an opportunity for professional development of the intern.  Experience gained from completion of the program may enhance opportunities for the intern to obtain employment in the public sector upon completion of the program.  Where possible, career networking opportunities will be provided to participants in the program.  However, USAID, ISLA, GIRoA, or Tetra Tech have no obligation to employ the interns in their organizations for employment after completion of the internship.

Interns are eligible for minimum stipend to meet food and travel costs at the place of posting. They are, however, not eligible for any other benefits.
